Stanford International Bank, based in Antigua and controlled by Texas financier R. Allen Stanford, sold certificates of deposit that promised unusually high, steady returns. Prosecutors showed that much of the money was spent on Stanford's other businesses and lifestyle instead of being invested safely.
The SEC shut the operation down in February 2009. In 2012 Stanford was convicted on 13 counts and sentenced to 110 years in prison. About 18,000 investors were affected. A court-appointed receiver has spent more than a decade recovering money for them; by 2021 recoveries had passed $1 billion.
