Western Union admitted that from 2004 to 2012 it processed hundreds of thousands of transactions tied to scams in which fraudsters posed as relatives in need or promised prizes or jobs. Some of its agents processed the payments in return for a cut, and the company failed to act against them.
On 19 January 2017 Western Union entered a deferred prosecution agreement with the US Justice Department, admitting to aiding and abetting wire fraud and willfully failing to maintain an effective anti-money laundering program. It forfeited $586 million, the largest forfeiture ever imposed on a money services business, prosecutors said.
The money funds a Justice Department remission program that had paid more than $436.9 million to more than 180,000 victims by October 2026. A third and final phase added $3.4 million for 1,294 more. Victims of transfers made from 2004 to March 2020 can petition until 31 December 2026.
